Sr IT Director - Enterprise Program Mgt Office, Global IT

Project and Program Management:The Senior Director of EPMO, Global Business Services is critical to ensuring successful delivery of IT projects with quality projects on-time, within budget and with high customer satisfaction. This leadership position plans, budgets, leads, and manages all operational and project execution activities supporting the EPMO globally with direct oversight for project/program management employees. The position will work closely with the leadership team within the EPMO as well as the executives and leadership at all levels to ensure changes from the EPMO on methodology, portfolio, program management etc. are managed and communicated throughout the organization. The role being global will support multiple areas within and outside the EPMO organization including business units, regions, functions and programs. This position directs and controls resources (full time and contingent) to plan, execute and close out projects and programs within Global IT. The role is expected to develop global community of user practices for Project Management framework and tools. This role is to also provide resource management through demand intake and capacity planning, including resource oversight for onboarding, off-boarding and line management. Organizational Readiness:This position directs and controls the activities of the Global IT Organizational Readiness function having overall responsibility for leading, planning, implementing, and maintaining budget, methodology and talent.  Directs the development of Global IT Organizational Readiness strategies and tactical plans (organization planning, technical planning, financial planning); lead and direct the team to ensure their involvement in the process and understand their parts in the plans.  Directs work through manager(s) and senior manager(s) on high-level exempt professionals for the function, and directs complex, large-scale, high-risk strategic initiatives, where program success/failure would have a significant impact on business and company targets.  This role will work with IT and Business senior leadership, mid-level management, project management and other personnel to ensure business and IT objectives are met through strategic and tactical initiatives.  Operations (including Sourcing and Vendor Management):The Senior Director of EPMO Global Business Services is a member of the broader EPMO Leadership Team, responsible for directing, leading and supporting the global project management framework and tools, governance of all EPMO processes and technology, global training, strategic vendor management, line management of project management resources and will be a primary tool to enable effective portfolio decision making and deliver business value for the organization. Through quality checks, training and end user support ensure compliance to standards thereby providing higher customer satisfaction and delivering on portfolio KPIs.  Drive and align with Global IT strategy for leveraging offshore captive resources and develop capability offshore with a vision to expand services beyond the EPMO. Lead governance of all process and technology changes within EPMO organization. The EPMO Global Business Services Operations team is comprised of 2 employees and contingents. This area and organization is expected to grow through the targets for increasing the offshore focus. This position directs and controls the activities of the Global IT EPMO offshore resources.  Overall responsibility for establishing, designing and developing the required personnel, skillsets, planning, budgeting, and maintaining budget and methods to support the strategic direction of onshore / offshore resources for the EPMO to operate effectively and efficiently globally.  Directs the development of Global IT EPMO vendor management strategies and tactical plans (organization planning, technical planning, financial planning); ensuring the direction is in line with the Global IT Vendor Management strategy.   POSITION RESPONSIBILITIES: o This position reports directly to the Vice President of Portfolio Strategy / EPMO.  Portfolio Senior Directors will typically influence and support an IT VP for a major function/region/group, as well as work closely with key leaders within the EPMO, Operational Excellence, and Global IT as a whole. o Primarily lead and manage multiple EPMO functions (Operations, Organization Readiness and Project Management) that includes multiple teams led by managers and senior managerso Lead and direct processes, tools and operations within the EPMO and organization globally without appreciable direction. Lead the design and development of operational effectiveness, execution including strategic goals of EPMO. This role is pivotal in providing strong leadership on future direction for operations, organizational readiness and project management methodology, and representing the EPMO for process changes, governance, common framework and methodology.   o Leads strategy and vision for Business Services organization globally. Leads strategic initiatives to drive cost efficiencies, process centralization and re-design, designing and deploying global frameworks, offshoring/on-shoring EPMO activities to optimize value and synergies.o Lead, direct and manage sustainable training globally to support the framework through instructor led and online channels. Responsible for ensuring successful delivery of IT projects with quality projects on-time, within budget and with high customer satisfaction.  Responsible for Organizational Readiness of the Global IT project portfolio.  o Develop, plan, manage, and forecast associated cost center(s), unit costs, employee complement, capital expenditures, and charge back rates.  Direct the development of cost center budget and operational plan and manage expenses to plan.   o Direct, develop and manage budget and P&L for the following functions: EPMO offshore team at Medtronic Bangalore, EPMO vendors and contingents, EPMO Organizational Readiness team, EPMO project management resources, all assets for EPMO resources within Shared Services cost centers. o Manages budget and manages team members so as to meet or exceed billable targets. Leads and directs efforts to streamline and optimize the business processes necessary to support, develop, plan and manage the financial performance of the EPMO cost centers and manage administrative costs associated with staff (employees and contingent).o Leads innovation across the EPMO organization globally recommending projects to develop new capabilities and approaches. Projects involved are high risk, complex, undefined and impact multiple functions, where information can be difficult to obtain and extensive research is necessary to develop business case, build cost benefit financial model and understand the root cause of risks/issues encountered.o Establish global disciplined methodology and framework to guide and govern all program and project management efforts within Global IT organization. Responsibilities include oversight and leadership in the rollout of all program / project related methodology(s), framework(s), standards and guidance ensuring necessary training and communication. This position has overall responsibility for planning and execution of EPMO process improvements, standardization of EPMO methodology(s) and framework(s), including global training, management and communication of the changes.o Lead strategy and direction on centralization, offshoring / on shoring EPMO activities to optimize value and synergies. o As a core leader in the EPMO & effective change leader, responsible for the development, deployment, and management of personnel internally and externally for process improvements throughout the global EPMO organization. Due to this responsibility, this role entails leading and execution of any internal strategic EPMO initiatives that involve process optimization. o Identifies initiates, establishes and develops long term strategic relationships and alliances with key organizational stakeholders at every level in Global IT and Medtronic. Leads as the principal spokesperson globally for any Business Services related initiatives, making recommendations to leaders and executives regarding operational effectiveness, global project management or organizational readiness frameworks. o Develop tools and methodologies for the EPMO working with the Business and IT organization to provide project excellence within Global IT organization. This role will lead all pertinent meetings and make recommendations to Medtronic leadership within and outside of EPMO on framework, methodology, standards.o Ensure planning, organizing, leading and controlling efforts of operations team to achieve stated strategic goals. Through direct reports, is accountable for overall coordination, execution and cohesiveness of standards, framework(s), change management, best practices and operations throughout the EPMO organization. o Lead direction and good business practices for strategic vendor management and sourcing relationships to optimize synergies and vendor potential (capability and costing), onboarding and other operational aspects of the EPMO organization. This role also ensures that any impacting methodologies like SDIM/SDLC are integrated through the EPMO methodology and there is communication, training and change management globally. o Structures the Organizational Readiness function in IT to meet demand, including assessing IT initiative needs, identifying resource requirements, and assigning resources (whether internal, contract, or external).  Provides this same level of direction for program staff working on large, high-risk/high-visibility initiatives that would have significant impact to business objectives if not successful.  Refine and redesign the OR organization to meet the changing priorities of Medtronic plc and Global IT.o Provides leadership, and manages via subordinates the development of team employees including performance management, individual development planning, succession planning, employee communications, and positive working environment to ensure high productivity, employee engagement, and performance. o Evaluate, negotiate, develop, and manage preferred vendor relationships for Organizational Readiness function to provide Medtronic with the highest value, lowest overall cost with highest quality service globally. Monitor contract compliance on an ongoing basis.  Manages and develops adjunct staff (whether contract or external) to ensure that they meet internal quality standards.o Own, drive and manage improvement of the change methodology, processes, templates and toolkits.o Recommend and partner with senior business and IT leadership to promote Organizational Readiness methodology, adoption and maintenance across Medtronic Global IT projects.  This includes determining overall and interim measurement processes for project or program success, and implementation of the overall methodology and the impact on initiative outcomes. o Represent the organizational unit as a prime contact with business unit clients, councils, and other Global IT units on projects, assignments or operations.  Conducts briefings and technical meetings for top management and internal customer representatives.  Interacts with executives and equivalent level directors concerning matters of significance to Medtronic.o Observe and evaluate industry trends and benchmarks operations against industry standards.o Establish, interpret, execute and recommend modifications to policies within IT, as appropriate.  Participate with other top management in developing and establishing Global IT-wide policies.  Ensure governance, compliance, and regulatory processes are followed.o Ensure that Medtronic's systems and the information on them are protected in accordance with Medtronic's Information Protection Policies and Standards, as well as best Information Protection practices.o Other duties may be assigned. Talent Development:o Provide direct coaching and support for less experienced peer managers, with the objective of increasing overall service offering performance  o Acquire and retain top management-level (PB 95-97) staff talent o Provide leadership to multiple EPMO employees to achieve portfolio objectives with high-quality work products that are delivered on time and on budget This role may require up to 30% travel, based on business requirements.
